The Independent National Electoral Commission, INEC, has laid to rest insinuations that its card readers may disenfranchise some voters in the rescheduled 2015 general elections, explaining that those who may have issues with the authentication of their fingerprints by the card readers, will still be allowed to vote if there are enough proofs to show that they are legitimate voters.
This clarification was made yesterday in a statement signed by the Chief Press secretary to the chairman of INEC, Mr. Kayode Idown. The statement said:
‘’The Commission has come to an agreement with registered political parties on what to do: namely that if a voter’s PVC has been read and it is evident that he/she is the legitimate holder of the card, but the fingerprints cannot be authenticated (or he/she doesn’t have fingers), the Presiding Officer of the voting point will complete an incident form and the voter will be accredited to vote. Party Agents and Observers would be there to witness this,’’ Idowu said.
This clarification is coming on the heels of renewed calls for INEC to suspend the use of Permanent Voter Cards, PVCs and card readers on the basis that the anti rigging measures adopted by the electoral body may malfunction and ultimately disenfranchise legitimate voters.
President Goodluck Jonathan on
Thursday visited Mubi in Adamawa State, a town recently recovered from the Boko
Haram insurgents.
The president, who arrived the Yola
International Airport at about 10:45 a.m. met with the Emir of Mubi, Isa
Ahmadu, and some residents who have returned to the town.
The president was accompanied on the
visit by all the service chiefs and the Inspector General of Police.
At the palace of the emir, Mr.
Jonathan reportedly had a closed door meeting with Mr. Ahmadu and the security
chiefs. He also visited Vintim Village, the home town of the Chief of Defence
Staff, which had earlier been recovered from the insurgents.
Mr. Jonathan is expected to leave
Adamawa for Borno later on Thursday where he is expected to visit Baga, another
town recently recovered from the Boko Haram.
The president’s Baga visit comes a
day after the Chief of Army Staff, Lieutenant General Kenneth Minima, visited
troops in Baga where he promised that all the soldiers who partook in the Baga
battle would be promoted.
A top security chief in Borno State,
confirmed the president’s expected visit to Baga.
“Of course the President will be
going to Baga today but the trip is not being handled by us here,” the source,
who sought anonymity as he was not cleared to talk to the media, said.
“I believe it is not something big
but just a confidence building visit for the troops,” he added.
Abuja — Jigawa State Governor, Suleiman Lamido, declared Tuesday
that his refusal to defect to the All Progressives Congress (APC) along
with governors Rabiu Musa Kwakwanso of Kano, Aliyu Wamakko of Sokoto
State and three other governors was guided by his commitment to fight
for the national interest.
Speaking with journalists shortly after a meeting with the National
Working Committee of the Peoples Democratic Party (PDP) yesterday,
Lamido also denied reports that his meeting with Governor Rotimi Amaechi
of Rivers State recently was to prepare for his defection to APC.
Kwankwaso had said on Monday that Lamido betrayed the G7 group by refusing to defect to the APC as agreed.
But Lamido in response to Kwankwaso's remark said: "I am a betrayer,
confirmed. I betrayed them. I did, yes. I am aligning myself to what he
(Kwankwaso) said. I am aligning my answer to what he said. Go and find
out from him. I betrayed them in national interest."
On his meeting with Amaechi, Lamido said: "You see, me and Amaechi
are very good friends, PDP or no PDP, we are Nigerians how can I go to
APC."
Kwankwaso had accused Lamido of betraying the group of five PDP
governors who left the party following their disagreement with the
party.
He said: "Everyone knows that Governor Lamido was part of us, he was
the leader of the group. He took us to a certain height before choosing
otherwise and we were all surprised by his final decision.
"But, if there is anybody who would criticize our exit, it shouldn't
be Lamido and the Niger State governor. After all, our judgment would
decide the outcome of the general elections.
"However, we know that PDP is no longer the monster it used to be,
and I tell you they are ready to do anything to have someone like me who
was considered as an irritant back in their fold," Kwankwaso declared.
No plans to dump PDP
Meanwhile, Governor Mu'azu Babangida Aliyu has debunked claims that
he planned to dump the PDP for the APC, saying that at the time he led
the G-7 group, the objective was to resolve leadership problem in his
party and not to leave the party.
A press statement in Minna on Tuesday signed by his Chief Press
Secretary, Israel A. Ebije, insisted that at no time did he contemplate
dumping his party for APC.
The governor was responding to a report credited to Governor Rabiu
Kwankwaso of Kano claiming that he was privy to the G-7 decision to
decamp to APC.
Although he said he would always respect members of the G-7 for their
position against impunity in the party at that trying period, he,
however, maintained that the decision to leave PDP for APC was not on
the agenda of the group except individual decision of members.
Aliyu however said he has no regrets in leading a group that brought
sanity to the PDP at a time the party was passing through difficulties,
adding that their effort was indeed nationalistic and a reflection of
maturity of Nigerian democracy.
The
card reader has been hailed as the antidote to election rigging in
emerging democracies. It has been extensively used in a number of
emerging democracies in Africa with positive reports of its contributory
role in stemming election rigging.
The card reader, however, has its limitations even as Mr. Kayode
Idowu, the chief press secretary to Prof. Attahiru Jega, the chairman of
the Independent National Electoral Commission, INEC said in an
interview with Vanguard.

IT may not yet be time for the Independent National Electoral
Commission (INEC) to heave a sigh of relief, as non-indigenes in Lagos
State are calling for more protests against what they deem non-release
of their permanent voter cards (PVCs) by the INEC.
Though officials of the electoral body tried to calm tensed nerves
last week, by declaring that before March 8, several millions more of
PVCs would be made available, non-indigenes have said they would leave
no stone unturned in ensuring that PVCs were made available to them.
Nigerian Tribune spoke with a cross section of non-indigenes in the
state days after protests were led to the INEC state headquarters at
Yaba, where a significant number of them were of the opinion that the
commission should not be left alone until it did the right thing.
The
military in Nigeria has released a video of air bombardments of the
enclaves of the members of the Boko Haram terrorist group in the
north-east, as it continues operations to reclaim areas under the
control of the terrorists.
The video released on Monday showed people running in different
directions and the aerial bombardments of a community believed to be the
hideout of members of the sect.

Air Force had stepped up air operations, having identified targets in

Meanwhile, a soldier was stabbed while another was shot during a
close quarter battle which ensued as troops caught up with some of the
fleeing terrorists on Sunday evening.
A number of individuals who claimed to be residents were also being
interrogated in order to ascertain their identity and motive.
The group, consisting mostly women, continued to hail and cheer the troops as they conducted thorough search in the area.
Wanting to be sure the group was not working for the terrorists despite the excitement, they had to be placed under watch.
The cordon and search, as well as patrol of the localities continued,
while the offensive on terrorists was progressing in other areas of the
theatre of the counter-terrorist campaign.
France will support a bid by the African Union to win the backing of
the United Nations Security Council for its five-nation force fighting
the Boko Haram sect, French Foreign Minister, Laurent Fabius, said on
Sunday. Fabius spoke on a tour of Chad, Cameroon and Niger, countries that
have launched operations against the militants who have killed thousands
in a six-year war for an Islamic state in northern Nigeria.
“France’s support for the integrated African reaction force is total.
France will support a request of the African Union and other concerned
countries for a resolution to be voted by the Security Council,” Reuters
quoted Fabius as saying in the Niger capital, Niamey.
The AU authorized the force combining Nigeria, Chad, Cameroon, Niger
and Benin last month at a summit in Ethiopia. A Security Council
resolution could give it a UN mandate, senior African officials said.
The force was set up in part because of a perception that Nigeria was
failing to defeat the militants, who have launched a string of cross
border attacks in the Lake Chad area in recent weeks, as well as killing
hundreds in Nigeria.
“It is indispensable that Nigeria engages fully in the struggle
against Boko Haram. Clearly, the last few actions of the Nigerian
government are encouraging,” Fabius told a news conference.
Nigerian forces backed by air strikes seized the northeastern border
town of Baga from Boko Haram on Saturday, the military said.
Baga is at Nigeria’s border with Chad, Niger and Cameroon and was the
headquarters of a multinational force comprising troops from all four
countries. Its recapture was an important victory, one of several in the
past two weeks.

President Goodluck Jonathan on Sunday insisted that an Interim
National Government (ING) is unknown to the Nigerian constitution and
constituting one is treasonable.
Assuring that elections will hold in Nigeria on the new dates of
March 28th and April 11th fixed by the Independent National Electoral
Commission, he declared that he can never head an ING in the country or
push for an interim government.

When it comes to Buhari’s health, seems things are much worse than
previously thought After it was revealed on Friday that Buhari had snuck
into the UK (enroute to the US) for medical reasons, APC panicked.

Of course Buhari acolytes will claim the interview was conducted in
London, sometime in the last 48 hours, forgetting that though many
Nigerians were born at night, none who shall be voting were born last
night. Just as well, since at this point, most Nigerians know APC as
a party and those who defend it specialize in blatant lies.
Following the spate of recent successes recorded
by troops against boko haram insurgents in the north eastern parts of
the country, Nigerian troops have been put on red alert for any
insurgents’ leader bearing the name of Imam Abubakar Shekau who is
believed to be desperately looking for escape routes.
A senior military source however, informed PRNigeria that
troops have been urged to try at all costs to capture Shekau alive so
that he would face justice.
On at least two occasions now, troops have killed characters
calling themselves Abubakar Shekau in videos but the insurgents manages
to find other individuals looking like him and pretend that he was still
alive.
The order to catch Shekau alive is therefore to ensure that it will no longer be possible to resort to the same trick.
According to sources, the rumor about Shekau’s invincibility is
one of the factors that troops are afraid to confront the terrorists.
Meanwhile troop’s morale has been greatly boosted in recent
times by arrival of sophisticated armaments and the decision of senior
military officers to lead the war against terror directly which also
influenced the change of some commanders.
An intelligence sources disclosed that some of the successes
recorded in recovery of big towns in the North-East were due to
deployment of new strategies, improved disciplinary measures, and
sincerity of participating countries in the regional alliance and the
acquisitions of latest equipment.
In the past, Colonels have led direct attacks in accordance
with military tradition but because of the large scale desertions
recorded, Military Generals then decided to directly lead the war and
this has greatly boosted morale.
It was even learnt that many of the troops that earlier
deserted have returned while others have expressed desire to return to
the front.
Within a week of the massive operation, the troops have
recovered Monguno, Marte, Gamboru Ngala, Dikwa among other big towns and
several surrounding communities in Borno State.
The source added that “with acquisition of new equipment from
various sources and the specialised training of the troops on guerrilla
warfare, the military indirectly called the bluff of some deceptive
western countries who are now trying to save face by claiming to work
with our neighbors.
The effective collaboration and mutual relationship with our
neighbors is paying off as they now realiZe that inactions can pose
disasters to their countries too,” he concluded.
Lagos State Governor, Mr. Babatunde Fashola, has said that
his administration has done a lot to improve the living condition of
the citizenry.
Speaking at an interactive session with State House correspondents at
his Marina residence, Fashola said his administration has added value
to governance.
He described attacks on his administration by the opposition as
‘’unfair’’, insisting that he had done so much to improve the living
standards of the people since he assumed office in 2007.
According to him, all the sectors of the state’s economy, including
housing, education and revenue generation, have witnessed significant
improvement under his watch as governor. His words: “Let me say that in
every election, the records of the government in power must be an issue,
and I am happy that at least our record is the issue.”
“But our record as a state government is a record of performance and promises kept and development fulfilled.”
“I have listened to criticisms and allegations about my performance
and I must defend my record. As Chief of Staff; go to the Chief of
Staff’s office, I added value when I took over from Alhaji Lai Mohammed.
That is what leaders do. They add value to what they met.’’
“I employed more people into the civil service and increased
salaries. I also paid pensions. Everywhere you go, you will see the
touch of our government and party.’’
According to him, since governance is a continuous process, there
will always be room for improvement, saying ’it is not a finished job
and I will never pretend to anybody that the job has finished.’’ In this
regard, the governor described the governorship candidate of the All
Progressives Congress, Mr Akinwunmi Ambode, as an experienced technocrat
capable of moving the state forward.
Answering question on why the state retained death penalty in its
criminal law, Fashola said it was based on a survey, which showed that
residents favoured death sentence for armed robbers and murderers.
The governor restated his commitment to the development of the state.
The
Christian Association of Nigeria, CAN, has dismissed as false, claims
by a Borno State-based pastor that President Goodluck Jonathan bribed
its leadership with N7 billion to campaign for his re-election.
The allegation came on the heels of a similar allegation by Rivers
State Governor and Director-General of the All Progressives Congress
Presidential Campaign Organization, Rotimi Amaechi, who last month
alleged that some pastors were given N6 billion to work against the
presidential ambition of the APC candidate, Muhammadu Buhari.
However, Musa Dikwa, the Executive Director of the Voice of Northern
Christian Movement, told reporters in Kaduna, Thursday, that the sum
given to CAN was actually N7billion, not N6billion.
In its reaction, the CAN, through its General Secretary, Musa Asake,
said the body has no knowledge of “any N7 billion transaction as alleged
by Musa Dikwa who claims to be the Executive Director of a non-existent
group, Voice of Northern Christian Movement”.
Asake further explained that CAN was not a political party, let alone get involved in partisan politics.
“Christians who are members of CAN belong to different political
parties. It is therefore surprising to hear that CAN is campaigning for
one candidate”, Mr. Asake said.
The CAN leader said revered men of God including Ayo Oritsejafor, who
is the national president of CAN; David Oyedepo of Winners Chapel and
Bosun Emmanuel (Secretary-General of National Christian Elders Forum),
are too upright to be linked with such deal.
“CAN is therefore not surprised to see Musa Dikwa doing a yeoman’s
job the next day through his allegations. This is the hands of Esau but
voice of Jacob”, he said.
He added that the allegation by Mr. Dikwa was masterminded by those
who were not happy with a recent press statement in which CAN denounced
the endorsement of Mr. Buhari by a group of people using the name of
different Christian organizations to perpetrate fraud.
“We still insist that Buhari has fallen into wrong hands because his
endorsement for the March 28 general election by Northern Christian
Leaders Eagle-Eye Forum led by Aminchi Habu is fraudulent”, he said.
The CAN general secretary further called on security agencies to
commence investigations into the activities of the Voice of Northern
Christian Movement and Mr. Dikwa himself, to unravel the N7 billion
mystery.
“We repeat for emphasis, that neither Pastor Ayo Oritsejafor, Bishop
David Oyedepo, Pastor Bosun Emmanuel and CAN was given any money by the
presidency, let alone N7 billion.
“The allegation is the height of mischief and desperation.
Unfortunately, our psyche as a nation has been bastardized and abused by
the institutionalized corruption introduced by successive military
rulers (in uniform and out of uniform) that we no longer believe that
anyone can speak the truth without financial inducement or
gratification. Fortunately, there are still people in the nation who act
without financial inducement.
“We are Christians and our candidate is Jesus Christ. So long as we
believe that the Church is under threat, we will speak for Jesus Christ
and maintain the Wake up Call to the Church,” he said.
ALARMED by seeming soaring popularity of his main opponent in the
March 28 presidential election, President Goodluck Jonathan may have
decided to personally coordinate his campaigns for the strategic
election, which has already drawn global attention.
Saturday Vanguard learned last night that Jonathan was
uncomfortable with field reports that he would have been defeated by
Major-General Muhammadu Buhari (rtd) of the All Progressives Congress,
if the election had been held on February 14 as earlier planned by the
Independent National Electoral Commission (INEC).
To stem the tide of the perceived “Buhari momentum” and tilt the
pendulum in his favour, Jonathan, it was gathered, has opted to drive
some aspects of his campaign by himself by meeting relevant political
groups and individuals considered very important for his victory.

Personal touch
A source close to the new thinking in the Presidency, said that
Jonathan had come to the realization that it would be better for him to
be personally involved in the new phase of campaign instead of relying
on emissaries, some of who have not been able to “deliver” despite being
appropriately empowered to do so.
Ignores party chieftains in Lagos
Indeed, President Jonathan’s visit to Lagos beginning from Wednesday did not include elders of the party in the state.
President Jonathan, as part of his visit itinerary, met with market
women yesterday without any indication as of press time that he would
hold meeting with PDP leaders and elders in the state with the state
leader of the party, Chief Bode George said to be away in England.
A chieftain of the party, who believes that the President has not
carried the state party structure along in his quest to woo and win the
state, Mr. Lukman Abioro, wondered why people like Chief Bode George,
General Tajudeen Olanrewaju and others were not part of the visit.
Another leader, who spoke under anonymity said, “Mr. President has
done well enough for Nigeria but I think he can be more comfortable as
second term President if he wins in Lagos. But he has been in the same
Lagos for the past three days and we are not carried along.”
Poor performing aides
The President was said to have been rattled by the discovery that
many of the party leaders, who had assured him that they were fully in
charge of their states and would deliver them to him, were far from
delivering on their promise barely a few weeks to the crucial election.
Apart from the field reports, which were being sent regularly to him
from each state, the president was said to have come face to face with
the reality of the state of support for him when he visited the
respective states to campaign.
A top source said that what the president saw in many of the PDP
states, which gave him massive support in 2011, was far from encouraging
and he decided to take an urgent step to salvage the situation instead
of waiting for any of the governors or so-called political leaders from
the zones.
“That is why the President is in Lagos to be able to woo as many
South-West leaders and supporters as possible. I can tell you that
although he went to Lagos officially to commission the four new war
ships acquired for the Nigerian Navy, the underlying reason is to spend
more time in the South-West and meet with relevant political entities
and individuals who can help him out,” a close source to the Presidency
said.
It was learned that unlike before when aides of the president
spearheaded meetings and discussions with those considered germane to
his re-election, Jonathan will personally meet with key traditional
rulers, top businessmen, community leaders and even former party
leaders, who had defected to the opposition and could be swayed to work
for him anywhere he visits from now.
Already, Jonathan’s personal touch approach is said to have started
yielding dividends with a host of some Yoruba leaders drumming support
for him.
Unhappy with attacks on Danjuma
The source said that the president was also worried about the recent
verbal attacks on General Theophilus Danjuma (rtd) by Nigeria Delta

For that reason, Jonathan is said to have made up his mind to visit
Danjuma and other northern leaders to personally plead with them to see
reasons to still stand by him as they did in the last presidential
election, which he won with ease.
A prominent northern leader told Saturday Vanguard yesterday
that the assault on Danjuma by the former Niger-Delta militants did not
go down well with most northerners, who have now decided to work
against Jonathan, to retaliate the unwarranted attack on one of their
leading lights.
Feuding media team
These developments came in the wake of alleged squabble among the
President’s Campaign Media team. The media team was said to have
performed poorly prompting recent appointments. Still the team has
incurred the wrath of some presidential aides for allegedly paying more
attention to attacking personalities in the opposition rather than
zeroing in on issues that could rake more support for the president.
It was not clear as at last night if some changes were in the offing
to sharpen the campaign team and elicit more support for the president
as the date for the election draws nearer.
